In the Non-Judicial Punishment (NJP) process, the authority typically responsible for conducting the investigation is indeed the Commanding Officer. The Commanding Officer is charged with gathering facts, establishing the context of any alleged misconduct, and determining whether NJP proceedings are warranted. While the Master at Arms and other personnel may assist in gathering information, their role is often more supportive.
